The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are fought: positive announcements are issued from various governments. Immense energy is devoted on managing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on international aid – a dependence that regional partners are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This cycle will, no doubt, continue.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its benefit.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
